Francis advises in relation to the authorisation and implementation of major infrastructure projects such as port developments and local transport systems including trams and bus rapid transit schemes. In addition, he advises in relation to issues ancillary to their implementation, from railway closures to drafting construction phasing (land and works) agreements.
In the local transport arena, Francis has advised on competition issues, the making of quality partnership schemes and ticketing schemes and on the provisions of the Local Transport Act.
Separately, Francis is experienced in environmental and other public liability issues, from Environmental Impact Assessment and appropriate assessment under the Habitats Directive to duties and responsibility arising out of water pollution and waste disposal. He also advises on legislative procedures and drafting in the UK Parliament and procedures in the institutions of the European Union.
Francis initially trained at Clifford Chance and practised in the Public Law Group of their general litigation department.
