In today’s economic and policy landscape, local authorities wanting to invest in their transport infrastructure will, more than ever before, have to explore different ways of paying for that infrastructure.

By April 2011 all English local transport authorities need to have their third Local Transport Plan in place. In the current climate of funding uncertainty, local transport authorities are faced with a significant unknown: what level of resources will be available to implement their Plan?
